1. Overview
This Governance & Voting Policy (“Policy”) defines how community voting, developer accountability, and refund mechanisms operate within the Pixpel Launchpad ecosystem.
All governance procedures are executed via smart contracts on the blockchain and administered under the oversight of Pixpel Foundation, an independent non-profit entity established in Panama to ensure transparent, decentralized management of the Pixpel ecosystem.

4. Voting and Appeal System
Pixpel Launchpad integrates a dual-stage community voting process for fairness and transparency:
4.1 Initial Vote
- Conducted after the funding period closes (7 days).
- Contributors vote in favor or against the project.
- If the majority votes against, the project enters the Appeal Phase.
4.2 Appeal Phase
- Developers have 2 days to submit an appeal and additional evidence.
- A second vote is held for 7 days.
- If the project is rejected again, the Recovery Protocol activates automatically.
4.3 Recovery Protocol Executione
- Contributor funds are returned automatically via the blockchain.
- Tokens are locked or burned depending on vesting progress.
- All events are recorded on-chain and publicly verifiable.
5. Foundation Oversight
Pixpel Foundation provides administrative supervision limited to:
- Ensuring compliance with international regulations and sanctions.
- Approving security-related contract upgrades.
- Maintaining the transparency of the governance process.
The Foundation cannot modify, veto, or reverse any on-chain vote or smart contract outcome once executed.
6. Developer Accountability
- Developers deploying Rockets accept and are bound by immutable smart-contract parameters they define.
- These parameters cannot be changed after deployment.
- Developers automatically agree to the Developer Terms and Governance Policy at project creation.
- Non-compliance, manipulation, or misuse of funds may lead to blacklisting and permanent exclusion from the Pixpel ecosystem.
7. Transparency and Audits
- All voting, funding, and refund events are permanently visible on-chain.
- Pixpel Foundation may publish governance summaries and security audits for community review.
- External security audits and community-driven reviews are encouraged.
8. Dispute Resolution
Disputes related to governance, voting, or smart-contract execution are subject to arbitration under the laws of Panama.
Disputes concerning data privacy or platform usage are subject to the jurisdiction of United Arab Emirates law.
9. Amendments
Pixpel Foundation may revise this Policy to reflect technical, regulatory, or governance changes.
